Ukrainian Military Intelligence (HUR) has identified significant loopholes in Western sanctions targeting the Russian defense industry. More than half of the subsidiaries of the Uralvagonzavod concern, a key producer of armored vehicles for the Russian army, remain absent from sanctions lists.
The relevant data was published by HUR on the War&Sanctions portal. The findings concern 41 enterprises that are part of or managed by this armored vehicle holding company, owned by the state corporation Rostec. Uralvagonzavod is the primary supplier of T-72B3M, T-80BVM, T-90M, T-90MS "Proryv" tanks, and TOS-1A "Solntsepyek" heavy flamethrower systems to the occupying forces.
Intelligence analysts established that 23 of the concern's plants are currently not sanctioned by any coalition country. Among those evading restrictions are a design bureau that developed platforms for transporting tanks to the front, as well as manufacturers of crew training simulators. Furthermore, sanctions have bypassed enterprises supplying resources and equipment for primary production lines.
Since 2022, these facilities have significantly reduced civilian production, shifting their entire focus to fulfilling the Kremlin's state defense orders. The publication of the full list is intended to help international businesses avoid collaborating with the aggressor and to accelerate the synchronization of global sanctions pressure.
