A meeting of the Coalition of the Willing has begun at the Élysée Palace, according to Suspilne. Volodymyr Zelensky also plans to meet with the NATO Secretary General and representatives of the US negotiating team.
Suspilne has obtained a draft of the meeting's communique. According to the document, the United States will help ensure a ceasefire in Ukraine through intelligence and logistics support. The US is set to specifically lead the monitoring and verification of the ceasefire. To this end, a permanent monitoring system and a special commission will be established to review violations and determine accountability.
Security measures will be led by Europe with the participation of other Coalition members, notably the US. Joint military planning is envisaged for security in the air, at sea, and on land, as well as for the rebuilding of the Armed Forces of Ukraine. These measures are to be implemented at Ukraine's request following a reliable cessation of hostilities.
The US commits to supporting forces in the event of an attack within the framework of these security measures. Should Russia launch a future armed attack on Ukraine, support may include military capabilities, intelligence, logistics, diplomatic steps, and additional sanctions.

Previously, Sky News reported that the summit would result in the creation of a Ukrainian-American subgroup within the Coalition of the Willing—the US is currently not a member of the 35-nation coalition. Le Monde wrote that France, the UK, and Turkey would advocate for the idea of deploying 15,000 to 30,000 peacekeepers, primarily in western Ukraine.
