Ukraine will not legally recognize the occupation of its territories under any circumstances, while issues of territorial integrity and control over the Zaporizhzhia NPP remain fundamental "red lines" for the state, President Volodymyr Zelensky told journalists.
The head of state emphasized that Ukraine is committed to constructive work to minimize outstanding issues ahead of signing framework agreements, particularly in the context of a future meeting with Donald Trump. However, there are boundaries that Kyiv does not intend to cross.
"First and foremost, this concerns the territories and the Zaporizhzhia NPP. Ukraine will not legally recognize the occupation under any circumstances," Zelensky stressed.
The President noted that any decisions on sensitive issues, should there be an update in approaches, would be made only after consultations with the public. This could involve broad discussion, a referendum, or legislative changes. At the same time, Zelensky clarified the feasibility of such processes under current conditions.
"Holding elections or referendums amid ongoing attacks and war is impossible," the Ukrainian leader stated, responding to proposals from international partners.
Effective security guarantees remain a key element of any potential agreements. Without them, the President argued, compromises are meaningless. Zelensky pointed out that Moscow's recent actions only confirm its lack of desire for peace.
"By launching a massive attack, Russia has once again demonstrated its unwillingness to end the war, even against the backdrop of peace initiatives from the US and Ukraine," he noted.
The President also highlighted the urgent need to strengthen air defenses. He called on European partners to provide more air defense systems and missiles, stating that existing resources are insufficient to protect against Russian strikes.
