President Volodymyr Zelensky has signed decrees enacting National Security and Defense Council decisions to implement new rounds of sanctions, according to Hvylya, citing the Office of the President.

One of the primary measures targets Russia's "shadow fleet." Ukraine has imposed sanctions on 225 captains of vessels engaged in the illegal export of Russian oil products. The sanctioned individuals are citizens of 11 countries, including Russia, India, and the Philippines.

Monitoring efforts in the Black, Red, and Baltic Seas confirmed that these captains knowingly operated shadow fleet vessels to transport oil in defiance of EU and G7 restrictions. The majority of the tankers involved—188 vessels—are already under sanctions by Western allies.

"We continue to persuade our partners of the importance of individual sanctions against tanker captains. Systematic work on a sanctioned tanker is sufficient grounds for consequences. We must deter the desire to work with Russian oil, as it directly finances the war," said Vladyslav Vlasyuk, Advisor to the President on Sanctions Policy.

The second sanctions package covers 46 Russian citizens, 44 Russian companies, and two Iranian nationals. These individuals and entities support the aggressor’s military-industrial complex by supplying components for ballistic missiles, drones, and electronic warfare systems.

The Iranian nationals included in the list are directly involved in supplying aviation parts to the corporation responsible for developing and manufacturing Shahed drones. All gathered information will be shared with international partners to further synchronize global sanctions pressure.
