The Head of the Union of Utility Services Consumers, Oleh Popenko, stated that Kherson, home to approximately 40,000 people, has not received a single boiler house in preparation for the heating season, while Mykolaiv was allocated 1.5 billion hryvnias.
According to Hvylya, he made this statement during a broadcast on Yuriy Romanenko's YouTube channel.
"Why was Mykolaiv allocated 1.5 billion hryvnias for boiler houses, while Kherson has not installed and is not planning to install a single boiler house?" Popenko asked.
He noted that the situation is aggravated by the fact that the combined heat and power plant (CHP) in Kherson was destroyed, and the city relies on a single power transmission line.
The expert expressed particular outrage over the statement made by the Head of the Kherson Regional Military Administration (RMA) regarding the intention to appeal to volunteers and international charitable organizations for heaters for the population.
"You have the entire regional budget in your hands, and you are going to appeal to volunteers to bring heaters? What heaters? What volunteers?" Popenko retorted. "There is a budget, you have taxes being paid, a huge number of enterprises are registered in Kherson, they pay part of their taxes to the regional budget. Get to work."
The expert called such a decision "completely unacceptable from a management standpoint" and evidence of total unpreparedness for the war's fourth winter.
