The European "E3" nations - the UK, France, and Germany - have developed an extensive counter-proposal to the 28-point Ukraine peace plan put forward by US President Donald Trump.
Reuters reviewed the counter-proposal on Sunday, November 23, according to the news outlet Hvylya.
The counter-proposal, drafted by the European troika of the UK, France, and Germany (the E3), is based on the American plan, but goes through it point-by-point, suggesting specific changes and exclusions.
The text of the counter-proposal is as follows:

Ukraine's sovereignty must be reaffirmed.

A full and comprehensive non-aggression agreement will be reached between Russia and Ukraine, and also with NATO. All ambiguities of the past 30 years will be resolved.
(Point 3 of the American plan has been removed. The draft of that plan, reviewed by Reuters, stated: "Russia is expected not to invade neighboring countries, and NATO will not expand further.")

Following the signing of the peace agreement, a dialogue between Russia and NATO will be convened to address all security issues and create a de-escalation environment to ensure global security and expand opportunities for interconnectedness and future economic possibilities.

Ukraine will receive reliable security guarantees.

The size of the Ukrainian army in peacetime will be limited to 800,000 service members.

Ukraine's NATO membership is subject to consensus among NATO members, which does not currently exist.

NATO agrees not to permanently station troops under its command on Ukrainian territory in peacetime.

Upon the consent of all parties to this memorandum, a ceasefire will take effect immediately after both sides withdraw to agreed-upon points to begin the agreement's implementation. Ceasefire mechanisms, including monitoring, will be agreed upon by both sides under US supervision.
